Initial data
A purple light spot in the sky was noticed by an eyewitness from Amsterdam.
He's writing:
I saw a big purple spot on the dark sky in the dark. He looked at the girl with surprise. Then we looked back and saw that the spot had moved to the northeast of us. He lingered for a moment and then disappeared.
Then faint purple spots appeared, which lasted only a second, and then disappeared.
Then I was cycling home in a southeasterly direction, looked up at the sky at home and again for a few seconds saw a purple glow coming from behind the building. Then the spot moved to the northwest and disappeared.
According to ufomeldpunt.nl this is a measuring train.
Original news

Hypotheses
Light sources on clouds
Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.
