From three to five white lights were noticed in the sky by an eyewitness from the city of Emmen (Drenthe region):
I was smoking a cigarette after work with a colleague until he bumped into me and told me to look up. Three rather large white circles of light moved around and past each other rather quickly, angular and tightly. These lights appeared for the first time, and they were quite bright.
When the light appeared the second time, it was much dimmer, but it was much bigger. Some seemed to alternate, and at least five were visible at once at the peak.
In general, in + - 10 minutes, the lights were visible about three times, about 10 seconds at a time. Each time with a different intensity and a different amount. Every time there was no sound. Because of the clouds, it was difficult to estimate the height, but they were higher than the clouds.
Given the relatively short time during which the lights were visible and our surprise at what we saw, I was unable to take any pictures.

Drie tot vijf witte lichten
EMMEN, DR — Samen met een collega stond ik na het werk nog een sigaretje te roken tot hij mij aanstoot en zeg dat ik naar boven moet kijken. Drie tamelijk grote witte lichtcirkels bewogen behoorlijk snel en in een hoekige, strakke manier om en langs elkaar. Dit was de eerste keer dat deze lichten verschenen en ze waren behoorlijk fel.
De tweede keer dat er lichten verschenen, waren ze een stuk doffer, maar er waren ook een stuk meer. Sommigen leken elkaar af te wisselen en op het hoogtepunt waren er zeker vijf tegelijk zichbaar.
Al met al zijn de lichten in een tijdsbestek van +- 10 minuten ongeveer drie keer te zien geweest, circa 10 seconden per keer. Elke keer met wisselende felheid en een wisselend aantal. Elke keer was er geen geluid te horen. De hoogte was lastig in te schatten gezien de bewolking, maar ze zaten dus wel boven de wolken.
Gezien de redelijk korte tijd dat de lichten zichtbaar waren en onze verbazing over wat we zagen, heb ik geen beeldmateriaal kunnen maken.
Hypotheses
Light sources on clouds

Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.
