An eyewitness from Abkaude (Utrecht) noticed how the lights in the sky are spinning clockwise and counterclockwise:
I was going to close the windows in the attic and accidentally looked in that direction. First I saw a brief flash of light, which I took for an airplane, whose warning lights were reflected. But it remained 1 color of light, and suddenly a rotating formation formed.
It went on from more to less and at different speeds. Then I went to get my wife and camera. Later I also saw that the formation of lights changed direction. Clockwise and back.
It was late, and I hope it is clearly visible on the video. This is how you look at the roofs of opposite houses. I cropped the image a bit so that you wouldn't see the light from the house. I want to upload a video, but I can't log in yet.

Lichten in de lucht die rond draaien. Met de klok mee en tegen
ABCOUDE, UT — Ik ging ramen op zolder sluiten en keek toevallig die kant op. Eerst zag een snelle lichtflits waarvan ik dacht dat een vliegtuig was waarvan de waarschuwlichten reflecteerde. Maar het bleef 1 kleur licht en ineens vormde een roterende formatie. Dit bleef zo doorgaan van groter tot kleiner en wisselende snelheid. Toen ben ik mijn vrouw bij gaan halen en filmen. Later zag ook dat de lichten formatie van richting veranderde. Met de klok mee en weer tegen. Dit was laat en hoop dat goed op de video te zien is. Je kijkt dus over de daken van de tegenoverliggende huizen heen. Ik heb beeld iets bij gesneden zodat je licht van de woning niet ziet. Video's wil uploaden maar kan nog niet bij invoeren.

Light sources on clouds
Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.
