I observed exactly the same phenomenon with my friends on Saturday in the second half of September - I just don't remember.

We were going to go for mushrooms, and this was the last trip last year to the Octino district. We agreed that my friends would pick me up at 4 o'clock in the morning. So I left the house about 20 minutes before the appointed time. I went out to Krasnoarmeysky Prospekt and went to the store, so that there is the most illuminated place. What I then saw, I did not immediately notice only because I did not see the radiation directly. I turned my face to the north, I saw that a rocket was hanging in the air (this was the initial opinion) and emitting light with a rather narrow beam, but I repeat again, I did not see the source itself, as it was in the article, when he directed the beam directly at the plane. Then I began to watch not the road, but this lamp, suspended quite high. The impression was as if a rocket was being launched, not an illuminating one, but some kind of extraterrestrial one.

The higher the "rocket" rose, the wider the beam of light falling on the ground became. Then, about 25 minutes later, the beam disappeared and the light illuminated the entire northern hemisphere - half of the sky became bright, and then, where the light source was, a small green spot appeared.

At this time, a car drove up, my friends got out and asked me: "Did you see?" - "I saw it!" - I answer.

Our opinion was that a rocket was being launched. We got into the car and set off. Since our route was to the southwest, we always looked to the north. The green spot steadily increased. After 2-2.5 hours, it took the form of a shapeless cloud. At 7 o'clock or 8 o'clock the sunrise began, and this green cloud remained on the horizon.

Addition:

1. Most likely, we observed this phenomenon on September 23, 1984.
2. According to the compass, it was all 15 degrees north-east.
3. When I noticed this hanging lantern, it was 45 degrees away from it, then the angle increased along with the height, and the green cloud ended somewhere at an angle of 65-70 degrees.
4. I saw him when I turned to the north - it was 5-10 minutes to 4 in the morning.
