Y.M. Galyadkin writes to the Commission on AI.:
In late September and early October 1978, I observed an interesting phenomenon. In the evening, at the eleventh hour, I walked along Lenin Square. Suddenly the lights went out in the houses on one side of the square, a flying object appeared above the houses on this side
The balloon flew slowly, absolutely noiselessly. I find it difficult to name the height of the flight and the size of the ball exactly, I can only say that it was small and flew low. The ball was split into two hemispheres: the upper one is darker, and the lower one is very light, with a smooth transition from light to dark. Several (15-20) emanated from the lower hemisphere rays. He moved for two minutes, then gradually began to fade and draw in the rays, i.e., the boundary of the beam was observed, then the ball went out and became invisible. At the same time, the lights in the houses came on. There were a lot of people walking in the square, everyone stopped and looked at the balloon.
