Initial data
From a letter to the Commission on:
The witnesses are the heads of the sites Titov L. and Varfalomeev.
At 17-25 in the north, probably over Medvedkovo, an orange light was moving from west to east.
After 15-20 seconds, it began to "flare up", increasing its size and simultaneously reducing its speed. The glow was modulated by random fluctuations, and the luminous flux was perceived as vibrating. The vibration appeared only at the speed reduction stage.
The UFO stopped and remained motionless for 15-20 seconds. At the moment of hovering, the angular dimensions of the object increased to 1/4 - 1.5 in diameter. After 15-20 seconds, the object moved in the opposite direction, to the west, simultaneously decreasing in size and changing its color.
For about 3 minutes, the UFO was moving northwest and was perceived as a blue-white star.
Observation from the windows of the shopping center from the 12th floor.
