3 employees of the Department of water transport Harmon AFB John Cahill, Fred Messervey and John Smith, located [in a boat] about 2 miles South of Indian head. They saw a black or dark round object resembling a "large balloon" located about 3 miles South-East of Indian head (at 48 ° 27 'N. lat., 58 ° 33' s.d.) at a distance of 1-1,5 miles from the shore.

The object hovered over the water and after a few minutes began to rise slowly to about 15-20 feet above the water, and then again descend to the level just above the water, each time for 40 to 60 seconds, which happened 3 times.
