Initial data
Scott S. Waring writes in his blog:
The lights are not alien ships, but energy creatures that don't need a ship. They are traveling together as usual, but for a while circling the earth. They are turned only when they notice people at the bottom. They are just as interested in us and our reactions to them as we are. 100% proof that advanced aliens are watching the UK.
Original news
Date of sighting: Oct 3, 2020
Location of sighting: Preston in Lancashire, UK
Now at first this will appear to be spot lights, but as you watch, you will notice that it is something else. There is no light beam, no round or oval contact point on the clouds. Each beam is actually different in shape. The lights are not alien craft but energy beings that don't need a ship. They are traveling together as they usually do, but they are circling over an are for a bit. They only circle when they are noticed by humans below. They are as curious about us and our reaction to them as we are about them. 100% proof that advanced aliens are watching over the UK.
I took the video and added light to it to make the background sky and lights more visible...at the bottom of this post.

Hypotheses
Light sources on clouds
Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.
