The domed UFO with portholes was spotted in broad daylight by veteran pilot Floyd P. Hallstrom of Oxnard, California. Hallstrom flew for 37 years, including 17 and a half years as a member of the Navy's combat crew and chief of staff of admirals, including the commander-in-chief of the Atlantic fleet.
Hallstrom took off from Oxnard around 12: 35 p.m. in a Cessna 170A bound for San Diego via Los Angeles, following his friend Jim Victor, who was delivering another plane to a customer at brown field san diego. He planned to bring Victor back to Oxnard after the birth. Two of them were in radio contact.
As Hallstrom approached Santa Monica at 7,500 feet, the sky was clear, except for a layer of smog near Los Angeles international airport .
"At this time, I was looking for Jim right in front of me," Hallstrom said, " when I noticed [a UFO] right on the edge of the fog zone over Los Angeles [Los Angeles international airport] a little to the East… I thought it was Jim, so I watched him for about a minute, because he had just given me his position report, but he seemed to be getting bigger and closer to me, so I naturally realized it wasn't Jim ...
I started looking at what it was, but I didn't see any wings on this plane, although at this time I could see Windows that appeared to be passenger Windows on the plane. However, as I got closer, I was able to determine that the plane did not have wings or horizontal tail like a normal plane… »
Hallstrom began to doubt that it was anything like a helicopter, but it was approaching at high speed. When the UFO passed about 6,000 feet to its left, it was looking at it at an angle of about 30-45 degrees. Then the true form suddenly became clear to him. There were no rotors or fins.
"Suddenly I could see the full shape of a saucer or round object ... I could see the dome, also very pronounced, including all the Windows ... [I] noticed that it was very bright metal ... it was more Nickel, or polished chrome, or stainless steel, than metal, because it had more of a soft glow than [if] it was a type of polished aluminum."
From 16 to 20 evenly spaced Windows were visible around the circumference of the dome, located directly above the base. The dome was a perfect hemisphere about 20 feet (6 m) in diameter, supported on a base about 30 feet (9 m) in diameter.
The UFO continued on a course of about 310 degrees (opposite to Hallstrom's course) with no signs of rotation, oscillation, pitch, roll, or yaw. There was also no sign of a power plant. The sun reflected off the dome in a bright spot as the UFO passed.
About a minute later, the object disappeared from view behind the Cessna. Hallstrom estimated its speed at about 650 mph. He quickly took notes and made a sketch of the UFO.
Picking up his radio microphone, he first called Jim Victor to report what he had seen. He then notified various FAA authorities.
Hallstrom, shaken by the sight, later had disturbing dreams, mostly about UFOs and aliens. He had not taken the subject seriously until now, but the consequences of what he had seen had startled him. He later said that the experience changed his whole life.

Hallstrom had left Oxnard at about 12:35 p.m. in a Cessna 170A bound to San Diego via Los Angeles, following a friend, Jim Victor, who was delivering another plane to a customer at Brown Field, San Diego. The plan was for him to transport Victor back to Oxnard after the delivery. The two kept in touch by radio.

As it drew nearer though, I was able to determine that there were no wings or horizontal empennage assembly to the aircraft as a conventional aircraft….”

“All of a sudden I was able to make out the complete form of a saucer shape or round object…I could see the dome, also very vividly clear, including all the windows….[I] observed it to be of a very bright metal…it was more of a nickel or highly polished chrome or stainless steel type of metal than aluminum because it had more of a mellow glow than [if] it was of the type finish on a high finish aluminum.”
About 16 to 20 evenly spaced windows were visible around the circumference of the dome, located just above the base. The dome appeared to be a perfect hemisphere about 20 feet in diameter resting on the base which was about 30 feet in diameter.
