An eyewitness from Wesep (Gelderland region) writes:
I was checking the shed when I saw a glowing cloud, and suddenly it was gone. After some observation, it was there again, and after some movement and stopping, it disappeared again. When I wanted to go back, suddenly there were 3 light bars, behind which there was nothing, and suddenly 2 light bars and a bright sphere. Photos taken on the iPhone 12 pro look like the light is outside.

A few years ago, something similar could be seen in Vezep. Back then, it was the Agnieten College light show. It's probably being used again now.

WEZEP, GD — Ik controlleerde de schuur toen ik opeens een soort licht gevende wolk zag en ineens was die weg. Na even blijven kijken was die er weer en na wat bewegen en wat stil staan was die weer weg. Toen ik weer naar binnen wou waren er ineens 3 licht strepen vervolgt door niks en ineens 2 licht strepen en een felle bol. Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.
Investigation
Despite the assumptions about the locations of the searchlights and their purposes, based on the appearance, these are exactly the rays of the searchlights directed at the clouds.
News: Rays of light over the Vezep
Anyone who looked outside on Monday evening between 8 and 11 o'clock saw a strange light phenomenon over the Vezep: six light rays were directed at the same point. All the motionless light beams were directed at the sky from different parts of the Vezep.
After a tour of Wesep, it turned out that there were seven places where light beams were installed, namely: at the entrance gate of Selevit, at the WHC site, at Scheffer in Hattemerbroek, at BCA28, at Formido and at Coelenhage. The seventh ray of light was located at the Agnieten College on the Nordsingel in Wesep.
