Initial data
A friend and I were in Cuba, looking out over the bay near Santiago de Cuba. We were in the lounge chairs, and it was quite late. We were sober and just talking. We noticed a red light hovering over the bay, and since there was no reference point here, I could only guess at its size.
I would say it was about 2 feet (0.6 m) in diameter and maybe about 300 feet (90 m) away? Sometimes it was quite hard to see, and we lost sight of it. I'd say it was about 30 minutes.
At first we thought it was the taillight of a car, but then we realized that we were looking at the water, and there were no cars there.
If I had to compare it to something ... I would say that it looks like a point that can be seen with a laser pointer. We had thoughts that maybe it was a laser pointer from another planet that was probing and extracting information. There's not much to the south of us in the Caribbean, except for Jamaica, and it definitely wasn't a boat like we would have seen other lights. Although it was about that high out of the water, maybe 10-15-20 feet or so.
We are 99% sure that it was a UFO, and now that I have seen something similar. I've noticed that there are more and more "red balls" floating around here and there, but they never appear long enough for me to notice. Sometimes you see them on the country roads above the fields.

We noticed a red light hovering over the bay and being that there was no point of reference, I could only guess at it’s size. I would say it was about 2 feet in diameter and maybe about 300 feet away? It was quite difficult to see sometimes and we would lose sight of it. It was there for close to 30 minutes I would say.
At first we thought that it was a car taillight but then realized that we were looking at the water and there were no cars out there.
If I had to compare it to something.. I would say that it looked like the point that you would see from a laser pointer except 3D. We had some thoughts that perhaps it was a laser pointer from another planet that was probing and extracting information. There isn’t much south of us in the Caribbean sea except for Jamaica and this certainly wasn’t a boat as we would’ve seen other lights. Though it was about that height off of the water, maybe 10-15-20 feet or so.

Light sources on clouds
Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.
