Initial data
An eyewitness from Maarssen (uTrecht) observed several stationary light sources, which sometimes become brighter and then darker.
He writes about it like this:
Several points of light in different positions that go out and then shine brightly. They also sometimes move slowly in different directions.
JoeDavis confirmed this observation in the comments:
Indeed, it is also visible from Utrecht in the direction of Almere / Amersfoort. Some of the lights were white, some were yellow. The lights hung in front/between the clouds, as they sometimes disappeared here. They also sometimes became quite bright/less bright or even disappeared altogether. From time to time, the lights returned (approximately) to the same place. After about 8:00, all the lights went out.
He also attached a video.

An aircraft heavier than air for flights in the atmosphere (and outer space (e.g. An orbital aircraft)), using the aerodynamic lift of a glider to keep itself in the air (when flying within the atmosphere) and the thrust of a power (propulsion) installation for maneuvering and compensating for the loss of total mechanical energy to drag.
A rotorcraft in which the lift and thrust required for flight are created by one or more main rotors powered by an engine or several engines. They differ in maneuverability, the ability to hover and almost vertical takeoff.
Investigation
In the video, the object appears to be below the cloud cover. It looks like an airplane.
