Initial data
A light source in the sky was noticed by an eyewitness from the city Oranje:
The light source, first a sphere, hovering back and forth from left to right. As I walked on, the object moved with it.
Regardless of the bends or anything like that, he kept moving. When I was standing still, he just moved back and forth. After half an hour, the object chased me again and again.
Original news
Hypotheses
Light sources on clouds
Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.

Investigation
Based on the appearance in the photo, as well as the clarifications of the eyewitness in the description, this is a searchlight beam on the clouds.
