Initial data
February 14, 1999 Tyumen - at about 8 p.m., a bright flash of welding color flashed over the city. It seemed to sweep over the city. For a moment it was as bright as day. The sky that night was clear, starry. The flash was seen over different areas of the city at the same time. Immediately after the flash, the lights went out in the Kalininsky district. As it turned out later, electricity was lost in several other districts of the city. The power supply was restored in 15 minutes.
