Initial data
Bulychev Viktor Ivanovich writes to the Commission on the:
I work as a field officer at the Riga Special Communications hub, which is why I ended up on the Riga-Balva route. More than half of the route goes along the Iskovsky highway. Having left on September 7, 1984 outside the city of Sigulda, I and the driver noticed the following.
A ray of light stood high up ahead from somewhere above. the light source is very strong and was similar to a searchlight beam, but thinner.
the beam is doing manipulations, moving right-left. In the beginning, it was unclear to me from where, why this "spotlight" was hung.
But the thing is, he was moving. The light source from where it started was not visible. It was at 4-00. For a while, it seemed to us, he stood still. But we noticed that he began to move, moving forward upwards, hiding behind the clouds. The spotlight light remained and accompanied the source when moving. Moving upwards at an angle, we saw a blue glow and then bluish throughout the entire movement along the route of our movement.
If this is of interest to you, I will be very glad.
The glow of the departing trail was visible later, until dawn came.
Hypotheses
Booster, the rocket and tracks
For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
