In August 1978, at 02 o'clock at night, I was at the tower (then I worked in security). Suddenly I saw a balloon flying parallel to the lake in the Oryol Park. The balloon flew for 8 seconds, then dropped, abruptly went out. Immediately I heard a splash of water. The observation lasted 1 min.
