Boris Mikhailovich Lokalov writes to the Commission on:
October 16, 1982 I was passing through the city of Urgench (the regional center of the Khorezm region.. UzSSR). I was exploring the city. The day is clear and warm. There was no wind. There are few people in the city. Cotton was being harvested. I'm looking around the main square. I notice that something is burning in the air. I see something not very high in the sky. There is no flame. The smell of smoke too. There is no sound. I'm peering. Something is spinning in the airlock, shrouded in smoke.
And now you can see the outline of a black object, similar to a sphere. The length is about 1.5 times the diameter of the moon and about 4 times the thickness or diameter.
The contours of the object are clear. The color is uniform. This figure rotates randomly and gradually moves away, still shrouded in smoke.
I saw all this for about a minute. The local time was 12-40 or 12-50.
At first I thought it was some kind of test or research. I wasn't thinking about UFOs. It was too simple. I have not experienced any negative effects. I was only interested in the phenomenon.
Time is passing. I can no longer explain what I saw. Neither can my comrade, Eduard Borisovich Galevsky, who collects information from eyewitnesses in the areas of the Leningrad branch of the Geographical Society of the USSR, explain this.
I do not claim that this is a UFO, but I believe that this is an abnormal phenomenon (if not some kind of test that cannot be explained).
