A letter from A.N. Kopeikin:
On July 21, at 4-00 in the east MK = 85-90 degrees, 9 people of the starting outfit at an angle of 35-40 degrees above the horizon observed a silvery cigar-shaped body, which they examined in a bussole. Both in bussol and with the naked eye, it was clearly visible that this bullet-shaped body without any stabilizers and superstructures, standing vertically like a rocket on the launch pad (except there was no table). This "rocket" stood for 20 minutes, after which it tilted to the horizon at an angle of 45 degrees and left behind two white jets of inversion (?) with acceleration went up and disappeared into the sky.
If we take the length of the "rocket" = 100 m, then, according to eyewitnesses (angular dimensions), the "rocket" was at an altitude of about 50 km.
