I want to share my vivid impressions about the observation of an unusual atmospheric phenomenon. It happened on September 17, 1986 in the SSR on the Akhya highway. In these parts, my husband and I rested, lived on a small farm by the road. That evening we were preparing to leave.

At 21-20 - 21-30 I was sitting in the car with the engine already running. The evening was quiet, cloudless and the moon suddenly lit up the salon. The impression was that the car coming from behind at a close distance illuminated the surrounding area with its light. I looked around and to my surprise found that there was no transport, and some kind of light appeared in the sky. I got out of the car and was stunned. High above the horizon shone a large bright "star" of white color, shaped like a "tongue". A bright cone of uniform white light fell from the "star" to the very surface of the earth (hiding behind the crowns of the forest). it was located almost on the same horizontal with the moon, which at that moment was on the right.

The whole system was perceived as a flat formation, its elements had fairly clear contours, especially the blue circle stood out in contrast. The brightest was the circle, it glowed 10 times stronger than the moon, but it did not emit itself. I even got the feeling that its surface seemed to "live". The glow of the cone was fainter than that of the "star". The stars were not visible on its background.

This luminous formation was a very static structure and completely silent. however, from the very first minute of fixing, I noticed that the color of the circle began to change and after 10 minutes it turned green. Neither the shape nor the size of the system have undergone any changes.

After a few more minutes, the source and the cone of light suddenly went out as if someone had turned on a switch, and shortly before the "shutdown", the contours of the circle began to blur, the colors lost their saturation. and when the light went out, there was a shapeless cloud of pale green color in place of the perfect circle. It remained motionless, but gradually the glow faded, became whitish, yellowish. at this point, the surveillance was stopped and we set off.

For 20 minutes, fascinated, I did not take my eyes off the heavenly picture. My husband was also an eyewitness, who suggested that some tests were being carried out over Lake Peipsi (70-80 km from the farm in the direction to the northeast). it also seemed to me that the phenomenon was happening far enough away, but I could not estimate the distance.

I did not notice any effects on the technique and the well-being of people. the car's engine was working fine. The planes were not flying at that time. The observation was carried out with glasses with a characteristic of -7.
