I read the article "Exactly at 4.10" in Trud. I live in Apatity, Murmansk region, and have seen a similar phenomenon twice. Once it was in 1980 or 1981, for sure, that in the month of December and somewhere at 7-30 in the morning I went to work.
Suddenly I saw in the sky: well, how can I say it's not a searchlight or a street lamp, but it probably fits more like a street lamp, because at first I was surprised that so high, from this "lantern" there were rays of light from a cone and it shone very brightly and slowly moved, I was walking along the road, and there was a school nearby 50 m away, so it seemed that it was shining directly at the school. Then this "lantern" went down a little and the light disappeared, and these rays that came from it appeared a greenish cloud of large size, it was parallel to this beam, then I came to work and after 40 minutes with the employees went out into the street, this cloud was still standing, but already in a horizontal position.
