L. Sergeev, a correspondent of the news department of the newspaper Vechernyaya Kazan, writes to the Commission on AI:
In July 1981 (unfortunately, I don't remember the exact number) I have observed an interesting phenomenon. Around midnight, having left the highway near the village. Boriskovo, my four friends and I saw a rather large luminous hemisphere in the sky.
We got out of the car and observed the following for 15-17 minutes.:
A luminous dot was observed at the top of this hemisphere. Then it separated from the general area and slowly floated over the horizon. The hemisphere began to fade slowly, and a short-term corolla of light formed around the point, as if a stone had been thrown into water. This light pulse was very short in time, after which three rays "grew" from this point. Moreover, one of them, with a slight shudder, fell into place.
This point with three rays moved slowly parallel to the horizon for seven to eight minutes until it disappeared behind the nearest trees.
A week later, a letter came to our editorial office from a Kazan citizen, who described this phenomenon in detail and asked to explain its origin. Moreover, he saw this from a place that is located on the other side of the city.
Then I turned to the director of the observatory named after him. Engelhardt 0. Belkovich, who gave me the address of Izmiran. I sent this letter and my drawing with an explanation there, but did not receive any response.

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
