The following urban legend was described on the website "Mystical stories" in 2013:
In the early 70s of the XX century in Kuibyshev began to build the first single-entrance residential buildings-pencil cases with a number of floors more than nine. It was possible to move from floor to floor in buildings either by walking up the stairs or using the elevator. Usually there were two of them in the houses. The connection between the elevator shafts and the stairs was carried out through the corridor system and balcony platforms.
In the house in question, usually only one elevator worked, located closer to the front door. The second elevator almost constantly broke down or was on preventive maintenance. (There have even been several fires in this elevator shaft). But sometimes the emergency elevator still worked. It is interesting to note that at rare moments both elevators worked. And the residents of the house, but habitually, usually used a less emergency one.
So, using the far cabin, it was necessary to go up to the penultimate floor and, passing through the corridor, go out to the balcony platform. The locals have never done this. After all, using the elevator, they immediately got into the corridor leading directly to their apartments.
And so, going out on the balcony, it was possible quite often, but, however, not always at all, to observe a landscape in a certain direction, strikingly different from the usual one. Some large cone-shaped houses, ponds or lakes. Lots of greenery. Initially, attempts were even made to find this place. But it never worked out. Just as numerous attempts to capture a strange landscape on film or photographic film failed. Sometimes it rained in that reality, and the water curtain covered not only the strange landscape, but also the nearest houses. Drops of water were pounding on the balcony, although on other floors and below, including the surrounding houses, it was absolutely dry and the sun was shining.
A few more circumstances should be added. First: from the other floors of the house, located above and below the above, the observed picture has always remained familiar. Second: it was fairly reliably established that it is possible to get to the "blasphemous floor" only from the emergency elevator cabin. The second elevator did not stop on the "observation" days on the floor where the "miracles" took place. He either went up a floor above, or stopped before reaching it. Third: during the days of observing the strange landscape, it was not possible to go from the balcony to the stairs and back. The door didn't open for some reason. No matter how hard they tried to open it, breaking someone else's door in those quiet Soviet years did not even occur to anyone. The idea did not come up to go down from the balcony using climbing equipment. They let paper airplanes out of here. They flew away, and then no matter how much they searched, they could not find one. It is extremely difficult to say where they have gone. Fourth: there was another strange feature of this place. From the "blissful floor" they could go down by any elevator. Rather, it is more correct to say that both cabins arrived here equally well empty. But here's what I remember. No matter which elevator the researchers took down to the first floor corridor, they always got out of the emergency cabin. This circumstance was also recorded by observers specially left at the bottom. A strange effect was manifested even if two elevators were going down at the same time. It's just that the passengers of both the first and second elevator cabins came out of the far one with a certain sequence. First those who rode in the near cab, then those who rode in the far one. It is impossible to say how to explain the memories. It is also difficult to say what happened during the manifestation of the "blasphemous" effect on other floors, and most importantly, in the apartments of the house.
The local residents were distinguished by some incredible nervousness, intemperance and rudeness, it was almost impossible to communicate with them. However, they can probably be understood. Such effects and their researchers probably caused a lot of trouble.
It is difficult to say when exactly the first lock was put on the entrance door of the house, the residents were given keys and access to outsiders was securely blocked. So, whether the effect of the "blissful floor" and the "strange elevator" has been preserved in our time, it is impossible to say.

There are many ways to make something similar to a ghost or a flying saucer from improvised materials, without using video and photomontage.
Many homemade things made for the sake of a joke, a practical joke or a direct imitation of a mystical being or event can be taken as unexplained not only in photos and videos, but also in reality.
