An eyewitness from Bergen-op-Zoom (North Brabant) noticed a strange phenomenon in the sky:
I see 2 rings, one large and there was a second one inside this ring. After 5 minutes, these lights became more less more more more less.I have a video, it's hard to explain. I have 2 videos, one is 5 minutes, the second is 10 minutes.

The heavenly bodies
The brightest heavenly bodies in the sky are Venus, Jupiter, and sometimes Mars and, of course, the Moon.

Objects and light sources out of focus

Investigation
The rings in the video are associated with periodic defocusing of the object. The nature of the movement is difficult to determine, but most likely it is a bright celestial body (Venus or similar).
