The source of this video is considered to be a certain "Victor". It was allegedly smuggled out of Area 51 and on which the interrogated alien is depicted.
Footage of the alien, said to have come from Area 51, first appeared on the Art Bell UFO radio show on March 13, 1997, when ufologist Sean David Morton gave an interview. Mr. Morton claimed that the footage was filmed in 1996.

This footage is older but still has not been debunked so I will show it in case a few readers have not seen it before.
The identity of "Victor" the man behind the footage which was allegedly smuggled out of Area51 and displays an alien being interviewed may have finally been revealed. The footage of an alien which was said to have come from Area51 first came to light on the Art Bell UFO radio show on March 13th 1997 when ufologist Sean David Morton was interviewed. Mr. Morton claimed that the footage had been taken in 1996.
As the two minute piece of film reaches its startling conclusion the entity seems to become alarmed and starts bobbing up and down all over the place. Some sort of light is seen near the being which begins to make erratic motions Morton described this light as being a hart monitor. As the being begins to make jerking motions medical personnel wearing white masks, white gloves and lab coats come to the beings aide and begin shinning a torch in his eyes presumably to see what the problem was.

Shot from a film may be granted a real shot in the form of pictures and videos. This is one of the easiest to confirm options fraud, but one of the most difficult to identify because it often happens that the object is unremarkable and the film should be well remembered for his identification. On special effects for films usually work the whole team of professionals such as computer graphics and other fields, so if you don't know the movie, then fraud is often indistinguishable from the original.
Deliberate falsification
This version includes any falsifications that imitate unexplained phenomena both from the outside: practical jokes, flash mobs, fake news, witness fraud, staging, etc.
There are many ways to make something similar to a ghost or a flying saucer from improvised materials, without using video and photomontage.
Many homemade things made for the sake of a joke, a practical joke or a direct imitation of a mystical being or event can be taken as unexplained not only in photos and videos, but also in reality.
Investigation
The alien moves like a doll (puppet). This is probably someone's prank.
