Initial data
Aguadilla, Puerto Rico, has been in the media with several incidents that have already been reported to the U.S. Congress by the Coast Guard and the U.S. Homeland Security Service.
This video shows strange lights on the coast of the same city under water, filmed by fishermen. Some comments suggest that it could be a submarine. It can't be someone who does snorkeling because there are no boats around.
Could it be a UFO/NGO underwater?

Gidronaut, oceanaut, aquanaut — a specialist in deep-sea diving. Unlike ordinary divers, aquanauts are characterized by a long stay and work in underwater houses, laboratories or underwater apparatus. For decompression, hydro astronauts usually use a diving bell.
Luminescence
Luminescence is a non-thermal glow of substance that occurs after absorption of the excitation energy.
Luminescence of solids can be divided into the following types:
Photoluminescence is luminescence under the action of light (visible and UV range). She, in turn, is divided into:
- fluorescence (life time 10-9-10-6 s);
- the phosphorescence of (10-3-10 s);
Chemiluminescence is luminescence that uses the energy of chemical reactions;
Microbes, single-celled algae, phytoplankton, etc.
Most of the microbes produces a white or grayish - white colony, but there are types of microbes that are capable of releasing dyes or pigments of different colors and shades (red, orange, green, yellow, blue, purple).
Investigation
This is probably a night diver using bright illumination or glowing due to the bioluminescence of the water.
