Grigoriev Vsevolod Alexandrovich from Kazan writes to the Commission on the:
On the night of September 6-7, 1984, at 4-10 am, I was walking along Nevsky Prospekt from Sadovaya Street to Herzen Street and saw a group of police officers (probably Kuibyshev police department) who were near the square of the Kazan Cathedral, who were looking into the sky along the Griboyedov Canal in the direction of the Church of the Savior on Spilled Blood.
When I reached them, I looked in the same direction and saw in the sky, much to the right of the Church of the Savior on Spilled Blood, a bluish-greenish glow with blurry edges, in shape close to a circle with angular dimensions 3-5 times larger than the Moon. It stood motionless at a height of about 30, the glow was even, i.e. constant brightness.
Later, when I reached the corner of the Moika River, I saw the edge of this glow, the main part of it was covered by taller houses. It was already 4-30.
the weather was cloudy, I find it difficult to determine the degree of clouds, since it was night. There was no fog. It could have rained shortly before, it seems the asphalt was wet.
