Boris Mikhailovich STANKEVICH, tram driver writes to the Commission on the:
I apologize to you for writing too late, even after the article in the newspaper "Trud" dated 30.01.85, "Exactly at 4.10." Only the day before yesterday I read this article and, although there is no date of what is happening, the time "4.10" is very close to what I observed in September last year, and the description of what is happening is very similar to what I and my comrades saw.
What happened on September 7, 1984 at 4:03 a.m., prompted me to write to the newspaper Leningradskaya Pravda, because I do not subscribe to the newspaper Trud, and the newspaper's editorial office sent my letter to the Main Astronomical Observatory of the USSR Academy of Sciences. I am forwarding her answer to you so that you have no doubts about the plausibility of what I have written.
So: what I observed on September 7, 1984 in the city of Leningrad.
I work as a tram driver and by the nature of my job I get up early, around half past three. At 4.00 I leave the house and go out to the embankment of the Obvodny Canal. The sky is clear, cloudless, the stars are like in a Planetarium. I look up into the sky and notice a rapidly moving dot, you know, like a falling meteorite, the direction of movement from west to east.
At 4.03 minutes, a beam appears in the sky, you know, like a searchlight beam directed vertically downward, the angle of divergence is 2-3°, I even thought at first that it was a helicopter flying and thought that why would it illuminate the earth.
But there was no roar of engines, there was silence around. At 4.05 - a bright green, emerald round spot appears in the center of the beam, and at the same time around this spot, or rather, a sphere of pale glowing gas began to diverge from it - rapidly expanding and transparent - stars were visible through it. The direction is 30° to the east, at an altitude of 40 - 30 degrees. The beam is almost stationary (Fig. 1).
It was an eerie sight, I even thought it was some kind of explosion.
At 4.07 the beam disappeared, leaving only a bright green spot, slowly increasing in size. I also thought that this is how ionized gas should glow. (fig. 2).
At 4.30 - the spot took a f blurred shape, as if scattered by the wind. (fig. 3).
At the 5th hour, it was almost dawn and where this spot was, against the background of the bluing sky, there were concentric wrecks, whitish, words - but after the flight of the plane, a trace remains.
Hypotheses

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
