On December 28, 1984, at 17-30 - 17-45, we were returning from work, observed in the south-east direction quite at a high altitude (it seems 10-12 km) a glowing object the size of a large bright street lamp, from which a bright light cone was coming in our direction (light as from a fluorescent lamp with a blue tint). At first, the object seemed to hang motionless, flooding the semicircle with flickering light, the lower part of which was hidden behind the horizon.
Then the object began to move noticeably away in an easterly direction, descending to the horizon.
The intensity of the light began to gradually decrease, but a semicircle was clearly visible in the sky, increasing in size.
At 18-00 the glow disappeared.
