Initial data
Akhmetgaliev D.F. writes to the Commission on AYA.:
In October 1978, we operated a flight on the Sverdlovsk-Kazan route. In the Perm region, from the northwest, a small luminous "dot" appeared, and behind it, like a rope, a luminous trail stretched. It seemed to us that he, this object, was climbing. Then he switched to horizontal flight. It is also possible that this change in the trajectory of movement was apparent (due to the large distance of the ball from the area where the aircraft was located) and maybe the flight took place in a horizontal plane, I do not know.
Then the trail that followed the bright ball began to expand (2), gradually changing the brightness from ordinary electric to the brightness and color of a fluorescent white lamp. For a minute, the ball and the track moved horizontally. This phenomenon illuminated a very large space (3). After that, we noticed dark concentric 2 circles, similar to the circles that appear when an object is thrown into a liquid (4). Then the brightness gradually began to weaken and the phenomenon disappeared on the horizon.
One side (the plane) detected the flight time of this object: it moved from horizon to horizon for exactly 3 minutes.
This phenomenon was confirmed by other crews flying in the area.
At our request, the dispatcher of the Perm airport replied that due to the continuous clouds he could not observe it and that the view locator indicator was also not visible on the screen.

Hypotheses
Booster, the rocket and tracks
For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
