Hypotheses
Booster, the rocket and tracks
For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
Investigation
Externally, the object looks like a rocket launch. Unfortunately, the author does not specify the date and time of the shooting so that we can confirm or deny this version.
In the comments below the video it is indicated:
It was a Falcon 9 rocket launched from the Kennedy Space Center at 1:05 a.m. Eastern time. I believe you are seeing separation from the launch vehicle. Great footage of this!

This was a Falcon 9 rocket that launched from Kennedy Space Center at 1:05am ET. What you’re seeing is the separation from the booster I believe. Great footage of it!

Yeah looks like it, the small dot is the 2nd stage and the big fireball the first doing a boost back. It looks that impressive because the engine is use to slow down, shooting the flames in the direction of travel. Kinda like pissing against the wind.

This is the correct answer. The top part is the second stage. That high in the atmosphere the exhaust is giant and fluffy like that.
Can't tell if the first stage is boosting back to the Cape or if it's going downrange to one of the barges. Right now I think the smaller plume around the first stage are the cold gas thrusters aligning it downrange.
The mission is classified, called USSF-124 but SpaceX usually broadcasts the launch and landing of the first stage. So you should be able to match the rotation of the first stage (bottom light) with the footage on Xtwitter, for those of you who would like to verify it for yourselves.
If the thread gets whacked it's because you don't want Ivan to get any clues about what the second stage is going to do.
