From a letter to the Commission on:
I, Boris Alexandrovich Ryskin, senior radar engineer at the ICI SSUGMS, was returning to the hotel after carrying out seasonal maintenance work on the MRL-2 KGMO, at 8:08 a.m. I noticed a wide loop-shaped cloud trail left by a luminous dot. Continuing to observe, I established the following:
1. The brightness of the luminous point increased noticeably during the observation, turned into a luminous horizontal dash, and then, as it seemed, quickly receding, disappeared. (The dash shrank back to a point and disappeared moving away from the place of observation).2. There were no other stars in the twilight sky.
3. Scattering, the light from the luminous point formed rays, similar rays can be observed during electric welding.
4. The wind quickly carried away the cloud trail, while the observed rays disappeared.
The whole phenomenon lasted no more than 3 minutes. the observation of the phenomenon was mistaken for the launch of a launch vehicle. The relative position of the observer from the object is shown in the figure.

Booster, the rocket and tracks
For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
