Initial data
The object was filmed near the major port city in the North of Germany - Hamburg. The picture was taken in March 1977 near the river in Wedel, Germany.
"Mr. Walter Schilling observed and photographed this flying disc with a curious rotating, fluorescent mast like a periscope. The object was very close to the ground and were tilted at an angle as it cast a 30-foot shadow on the grass on the right".

Hypotheses
Deliberate falsification
This version includes any falsifications that imitate unexplained phenomena both from the outside: practical jokes, flash mobs, fake news, witness fraud, staging, etc.
There are many ways to make something similar to a ghost or a flying saucer from improvised materials, without using video and photomontage.
Many homemade things made for the sake of a joke, a practical joke or a direct imitation of a mystical being or event can be taken as unexplained not only in photos and videos, but also in reality.
Investigation
As stated on the website ufologie.patrickgross.org: the public learned about the photos from a certain Michael Hesemann (to position itself as "a journalist, not ufologist"). He later admitted in his book ("the Mystery of unidentified flying objects", 1998) that Walter Schilling (the author) sent him about ten of these photos in the period from 1981 to 1983.
At the meeting with the journalist, 11 August 1983, Schilling admitted that he built for photographing a little model and made a number of photos for fun.
