Initial data
The attached photo was taken by miss Vivian Kocher on July 16, 1969, at 10: 00 am at Flippin airport (Arkansas).
Mr Lawrence Willett, the airport Manager and son-in-law of the photographer, reported the incident to APRO and was contacted by MS Kocher, who lives in California. She kindly provided the original color negative.
None of those present during the photo shoot observed a disk-shaped object above the Lear Jet.
Miss Kocher says:
"Unfortunately, I didn't look at the sky, so I can't confirm what type of object could be there. I can only say that the markings that appear on the film were not repeated in any of the other pictures in the roll, and I have never seen anything similar in any other photos that I have ever taken."
Ms. Kocher used a Rollei 35 camera with Kodacolor film. The approximate setting was 125 on the f. 8.

Hypotheses
Objects in motion, captured on a long exposure
Most often this artifact is called skayfish if the lens gets a passing bird or insect. It is based on the discrepancy between the speed of the video and the frequency of the flapping of insect wings. Essentially, each video drops a few strokes of the wings of an insect, which when viewed looks like "arrow", provided with long protuberances. The motion of the insect by its translucent body seems to "boom" and vibration of the wings give the appearance of bumps.

Investigation
Based on the appearance in the photo and the details of the eyewitness, it is probably a bird flying in the frame. Unfortunately, you need to find a better quality copy or the original image to confirm or deny this version.
