The witness was on a bus following another bus, and while most of the passengers in both cars were asleep, she noticed a group of short figures, similar to people, who were apparently standing on the road on the roof of the first bus. The creatures seemed semi-solid and played on the roof. The driver didn't seem to see the figures.
