Has anyone ever seen something strange happening at night over the ocean from the shores of Southern California/San Diego area?
It might have been a boat, but it didn't look like the boat lights I usually see off shore (I can usually tell it's a boat, or a cruise ship, or something like that). The light appeared and disappeared, it seemed that it was rotating. It also seemed that there were tiny lights and movements above and around him. I shot a video, but it didn't capture anything around.
Has anyone ever looked at the ocean in the SD/Encinitas area (looking a little north, maybe towards the Catalina area) and seen something like this? I can post a video too.

It’s possible this was just a boat, but it didn’t really look like the light from a boat that I usually see of the coast (can often tell it’s a boat, or a cruise ship). The light was going in and out, almost like it was rotating. It also looked like tiny things/lights were moving around it. I took a video but you couldn’t see the other stuff, just the light.
Anyone see anything like that off the coast of SD/Encinitas area? It was kind of looking northwest, maybe out towards Catalina area.

Any watercraft, particularly of unusual shape, can be made for NGOs.
Watercraft (i.e. "craft") is self-propelled or non-self-propelled floating structure used in a water environment. These include: a warship, cargo ship, barge, pontoon, floating berth, yacht, oil platform, raft, fishing boat, submarine, submersible, floating crane, etc.
Such vessels can have not only an unusual shape but colour, be equipped with illumination, and also have sails and other protruding parts.
Devices and structures
This version includes all things, structures, devices used in everyday life. Such things can often be mistaken for something paranormal because of their rarity, strangeness or deformation during operation.
Also, this version can include devices and workwear of people used for certain needs (diving suit, fire suit, etc.)
