The tricks used to obtain military appropriations were well described by Congressman John Phillips of California, a member of the House Appropriations Committee. General Bradley, chairman of the Joint Chiefs of Staff, was before the committee. The Department of Defense requested $ 51 billion in appropriations, and General Bradley was in favor of allocating another $ 3 billion for the work of the Atomic Energy Commission.
"After 20 years of working on appropriations, General," Phillips Bradley said, " you will not become cynical, but sometimes you will be a little skeptical. The Atlantic Coast is about the time when the marine appropriations bill will be submitted to the subcommittee for consideration, just as I know that people in Indian schools will always be notified that they are going to be released from the payroll on the first of June, just in time to bill for the Department of Internal Affairs."
Congressman Gore of Tennessee interjected:
"Don't forget about flying saucers."
"And the flying saucers appear at the right time," Phillips said, apparently referring to the fears that had to be suppressed at the request of the Air Force. "I'm not saying it's intentional; it's just a coincidence."
But we don't think that congressmen really think that this is a coincidence.
