Initial data
Observer Shaverdov I. F. of the city of Vitebsk was seen in July 1959 unusual objects:
"One evening, at 20-21, it was raining. Broke out a terrible storm. I was walking near the pond at the embankment dam. Lightning discharges flashed constantly.
From the pond in my direction with the noise, flying small balloons, like from a projectile flying shrapnel: first a narrow beam, increasing gradually, took the form of a fan, then all the balls of fire faded.
Interestingly, after a lightning strike at the same time from the surface of the water rose up dozens of pieces of "shells, with shrapnel". The impression was that lightning struck the water, ricocheting reflected from the water surface and forms a fiery beams.
After a lightning strike on the water there was a ring of light blue color with a green shell, then how would any secondary explosion, and my way of flying fire balls with a diameter of 25-30 mm bright fiery colour, which, before they reach me 10-15 meters, was extinguished with a hiss.
Themselves lightning struck at a distance of 200-250 meters away from me. Then I went over the dam, but the fiery beams was observed as long as the storm departed from the pond, about 12-15 minutes."

Hypotheses
Ball lightning
A rare natural phenomenon, a unified physical theory of the origin and course of which has not been presented to date.
There are about 200 theories explaining the phenomenon, but none of them has received absolute recognition in the academic environment. Since this phenomenon was introduced into the scientific sphere by the English physician and researcher of electrical engineering William Snow Harris in 1843, and a scientist of the French Academy Francois Arago in 1855, many hypotheses were put forward. Here are selectively some of them:
