U. Knaps, the foreman of the bus brigade writes to the Commission on the:
... I accidentally found in the old magazine "Nature of Estonia" (No. 7, 1974) an interesting article about ball lightning in Raplansky (again!) district Est. SSR. After the lightning, a bluish-red line began to slowly descend from the cloud to the ground. I wanted to get closer to this place, but after 60-70 steps I became scared, since the ball is in diameter. 12-14 cm and with a long tail approached, then stood on the old penny, spinning there and the penny was burning (!) Suddenly the ball rose 3 meters, then like a spring pulled by the tail to the birch (30 cm), which fell like a cut. From another birch there was a bare trunk, along which the ball descended. Then he knocked down the tree and disappeared. Only the smell of sulfur remained. But not the penny that floated with fire, there were no signs of gorenje.

A rare natural phenomenon, a unified physical theory of the origin and course of which has not been presented to date.
There are about 200 theories explaining the phenomenon, but none of them has received absolute recognition in the academic environment. Since this phenomenon was introduced into the scientific sphere by the English physician and researcher of electrical engineering William Snow Harris in 1843, and a scientist of the French Academy Francois Arago in 1855, many hypotheses were put forward.
